The Second Chance Act

Out for Justice, (“OFJ’) has worked on the passage of the Second Chance Act by the U. S. Congress. This Second Chance Act was introduced in the U.S. Congress by Rep. Danny and Rep. Chris Cannon. Congressman Elijah Cummings was also a co-sponsor on this bill which was passed by Congress in 2008. The bill will provide funding for re-entry programs. During the 2009 Maryland Legislative Session, which ended on April 15, SB 908: Task Force on Prisoner Reentry was the result of the passing of The Second Chance Act. SB 908 formulates a panel of organizational representatives to deal with the re-entry process such as re-entry programs, substance abuse programs, mental health, social justice, MVA, and several others. OFJ submitted written testimony in support for the bill, which was passed by the legislature. OFJ is in the process of writing a letter to the Governor and his legal department applying to be a member this panel of organizations.
